The emergence of the internet as a public sphere without boundaries issues certain provocative challenges to the application of legal discipline. The unit in all terrestrial laws, the identity of a citizen, is constituted with reference to a geographically delimited territory and is central to all transactions that take place within its realm. By contrast, in this new space, built on a radically different credo of anonymity and meta-territoriality, anarchy seems to be the rule.

So far, legislative attempts to map (and so recolonize) this space have been primarily directed towards providing an enabling framework for business to be conducted on the internet (Eg. Legislating on digital signatures). Familiarizing ourselves with the technological architectures enabling these laws would be one of the activities our forum would undertake.

The rise of “cyberspace” has spawned the phenomena of “cybercrime”. Our forum would delve into its various related issues and evaluate possible strategies to combat cybercrime in its various manifestations. Collateral areas such as Anti Spam legislation and Online Child Protection enactments would also be examined.
